The proliferations of informal settlers are off-shoot of poverty, neglect of landowners and in demand for habitations near to the source of work, occupations and livelihood. 

The rural informal settlers of Pili, Lumambayan, Zone I and Wawa were fishermen that constructed light material homes on a tract of private lands near the seashore and the sea, the prime source of their livelihood.

Urban informal settlers in Zone IV, Zone II and Marfrancisco were poor dwellers who cannot afford to buy a lot for habitations and have lived in government lots (Zone IV and Zone III) and private lands (Marfrancisco). However, urban informal settlers are now willing to buy the lots they are occupying.

To relocate these informal settlers, the government must provide socialized housing projects and let government lands be sold at reasonable prices to dwellers.
